Can I use a number for multiple accounts (e.g., using a Gmail number for two Gmail accounts)?

One number is intended for one account. If the number is temporary, reusing it incurs the same cost as purchasing a new number.

Can I use a number for multiple sites (e.g.,Inboxdollars - Swagbucks)?

Swagbucks Inboxdollars, My Points, YSense, and Tada share the same database. The number must be used on one site only. While it is sometimes possible to verify two sites, this may present problems and lead to your account being banned or your account being suspended and the number used when collecting profits appearing.
